Do you favor alternative, non-jail sentences for non-violent offenders and what options should be available?
Answer from Hubert S. Yun:

I do favor non-jail sentences for non-violent offenders.  Recidivism would certainly be a factor in determining whether an individual should receive a jail sentence over a non-jail sentence.  Aleternatives sentences could range from drug treatment programs (residential and outpatient), house arrest, community service/labor and monetary penalties.
