JUDGE SOLORZANO’S STATEMENT

 

 

I am a Los Angeles Superior Court Judge approaching my 9th year on the bench.  I have presided over hundreds of cases and hearings and many trials involving a variety of criminal charges.

 

Those charges include: Special Circumstance Murder; Murder with gang allegations; Attempted Murder with great bodily injury; Assault with a deadly weapon; Arson; Rape; Child Molestation; Residential Burglary; Bank Robbery; Robbery; Carjacking; Stalking; Domestic Violence; and Criminal Threats -  including internet threats.

 

I administer a felony calendar on a daily basis.  The assignment generally involves communication with lawyers and defendants related to case settlement; deciding pretrial motions and post conviction matters; and presiding over trials and other evidentiary hearings.

 

Daily, I deal with the concerns of defendants awaiting trial.  Many days I hear testimony from victims and witnesses and consider their issues and concerns as well.

 

I have a reputation for being impartial and evenhanded in my treatment of the litigants.  With me, both parties have an equal opportunity to be heard and I consider their arguments and research the applicable law with a commitment to neutrality.  

 

I routinely lead jurors through jury selection and trials; I educate them about the process; and I attempt to guide them toward an impartial verdict.

 

Daily, I communicate with probationers who are supervised by the probation department or me; and I try to help them, listen to them, and motivate them to fulfill their obligations.  If they will not comply with the terms of probation, I issue an appropriate and fair sentence. 

 

I am independent - I endeavor to do what is right and just under the law - without fear of how I will be judged.

 

I am kind and equally tough, when necessary.

 

I am mindful of protecting the dignity of the court and I work toward achieving the high standard of judging that I often observed as an attorney.  I try to make the process work as it was ideally intended to. 

 

I hope to convey to you that I do a job that requires experience.  I have invested a great deal of time and energy into my work and every year I am more experienced and better qualified to do my job.

 

I was a Los Angeles County Deputy District Attorney for 17 and a half years before I was appointed to the bench.  I tried a majority of the serious offenses listed above, including 2 complex special circumstance, financial gain, domestic violence murders.  I was twice recognized by the District Attorney for my work in domestic violence litigation.  I tried gang murder cases; general murder cases; sexual assaults; and many robbery cases - to name a few.

 

I received my college education from UCLA and I am a graduate of Loyola Law School.

 

I was born in East Los Angeles and I resided in Montebello for 25 years.  Since then, I have resided in Long Beach, Mid City south of Olympic, the Wilshire District, West Hollywood, and where Venice, Marina del Rey and Culver City meet.

 

I am a Mexican American.

 

I have experienced, and truly and greatly value, the diversity of the citizenry of Los Angeles County.  I feel that I am lucky to have been born, educated, and to continue to reside and work in Los Angeles County. 

 

I have the character, experience, and intelligence necessary to continue to serve, and to deserve to serve, the public as a Los Angeles Superior Court Judge.

Do you favor alternative, non-jail sentences for non-violent offenders and what options should be available?
Answer from Kathryn Ann Solorzano:

I am presently a Los Angeles Superior Court Judge.  I am not permitted under the rules of California Judicial ethics to state in advance how I would rule in a matter.  I judge every case based on its own set of facts and each defendant based on his or her conduct in the case and criminal history.  For informational purposes, non-jail sentences for non violent offenders are often imposed with the agreement of the judge, the prosecutor and defense counsel at the courthouse where I sit, the Airport Court, West District of the Los Angeles Superior Court.

Political Philosophy

The rules of Judicial Conduct and Ethics place limitations on statements regarding a judge's political philosophy.  In terms of the role of a judge, I am completely committed to equal fairness to both sides; the People as represented by the Prosecution and the Defendant as represented by his Defense Counsel.  I am evenhanded in all that I do.   I am constantly aware of the need to maintain a sense of neutrality and to keep an open mind.  I appreciate my job, I am grateful for my job and I do my job with independence and courage.  I provide a very high standard of justice - our community deserves conscientous, fair, informed, intelligent and knowledgable judges and I am one of them.
