I was first elected to the Zone 7 Board in 1988.  Since then, the Zone has changed from a small organization to a multi-faceted agency that deals with ever expanding government regulations, demands and cutbacks. Budgets have increased over the past 10 years in response to those factors. There have been growing pains, but the Zone has done a good overall job of financial management.  I am familiar with all facets of Zone 7 operations.  I have spent years learning the history and details of the Zone budgets and reserve funds as well as the driving forces behind them.  

Water reductions appear to be with us for the foreseeable future.  The past year showed that significant water use reductions are possible, but the rapid use drop caused problems with the Zone and the public. I will work with retailers, agriculture, and homeowners to meet their water needs.  I will work to expand our out-of-valley water supplies and find new water sources.

Political Philosophy

As a groundwater geologist, I understand the technical details and problems facing the valley groundwater basins.  A recent proposal by the gravel mining companies to deepen their quarries by cutting through the sealing clay layer and mine the lower aquifer is troubling.  The lower aquifer is a key part our water supply.  Deep mining could physically damage our water supply, open the lower aquifer to contaminants, and delay completion of the Chain-of-Lakes groundwater recharge system by decades.
