My Top 3 Priorities

  • Listen to constiuents
  • Due to enormous dollars from the General Fund being utilized for public safety, there is currently a $1.8 million dollar deficit. To maintain fiscal accountability, & a balanced budget, staff must work with employee regarding salaries & benefits.
  • During the time that I have been on the Council, I have supported the historic aspect of Oroville as well as the growth of existing businesses such as the Oroville Auto Center, McDonalds, Super WalMart, Oroville Hospital and new businesses as well.



For those of you who do not know who I am, my name is Thil Chan-Wilcox.


I have strong ties to Oroville’s past, and I hold a stake in the town’s future.  I am a native of Oroville.  I have resided in Oroville the majority of my life.  Members of my family played an important part in Oroville’s past history, (my great grandfather settled in Oroville in 1867. ) I want to make a difference in Oroville’s future.  I believe Oroville’s future lies in the sensible promotion of quality growth and industrial development.  Growth needs to be planned for and accomplished without a sense of desperation, and without the destruction of  Oroville’s historical assets.


As a Council member I have made myself available to constituents.  I will continue to make decisions, based on available information, that will make Oroville a better place to live.   I will do my best to protect the rights of property owners.

I would be able to utilize skills acquired from both life and work/career experiences.  My work experience includes 25 years in the Consumer Finance industry, 10 years with the Central Collection division of the Butte County Tax Collector’s office and 7 ½ years with the Butte County Department of Child Support Services.  I was on the Board of Directors for the Butte County Employees Association for 5 years, a shop steward for 5 years, and on the Employee Negotiation Committee for 2 years.  My husband John Wilcox and I previously owned and operated a business for over 20 years.   In addition, I was on the Oroville Planning Commission for 17 ½ years and was the Commission Chairman from 1998 to 2001.
