My education and qualifications are: I currently serve as an elected member of the Hayward Unified School District Board of Trustees. This district, which comprises an area much larger than the city of Hayward, presents distinctive challenges in its cultural and academic diversity.

My earlier background as a real-estate lease analyst for major multi-national corporations gives me the ability to evaluate the bottom line which is rare in education budgeting, and in most government work. I have presented useful approaches on cost cutting to put more taxpayer dollars into classroom teaching and less into sweetheart contracts. Prior to serving in elective office, I was also a classroom teacher, holding a BS in Computer Science, a Multi-Subject Teaching Credential, MS in Educational Leadership, and a Doctorate in Education, my research evaluates the dollarization of the currency in Ecuador and highlights the importance of the economic literacy we all need. 

I am proud to have introduced computer technology to my third-grade Hayward students and raised their test scores 30%. Currently completing a On the Board of the Regional Occupational Program, I also promote both academic and career opportunities. Born in Mexico, I became a U.S. citizen at the age of twelve, when I entered public school in California. Bilingual in Spanish and English, I want to give every California K-12 student mastery of the English language to give them good jobs. I pledge to help education rebuild prosperity, to reduce government waste, and to listen to you. Please give me your vote. Thank you

A recent law made major changes in the way that the state allocates funding to schools.  What will you do to ensure that the public understands your local control formula for school spending and your plan to measure outcomes?
Answer from Luis Reynoso:

Implement meaningful training to the parents and tax payers to have them understand their very influential role in directing LCFF and LCAP funding for the district. The parents and tax payers have the power to improve their schools by directing where the funding should be going.

We need a Revolution in Election Reform to stop special interest groups from taking over our elections. It seems that funding from these special interest groups continue to rise and the people need to be involve and care more to prevent the takeover of their local governments, specially in Public Education.

I need your support to continue to improve our schools. Please vote for me in Nov 8, 2016

For the last 8 years I have battled for fiscal and academic accountability in our schools. There is still much more to be done, so I am seeking another term. I hold an Education Doctorate in Organizational Leadership from University of San Francisco and I am also currently pursuing my CPA. Because I have been a classroom teacher I remain very familiar with the needs of teachers, and as board member I have always advocated for the interests of the whole community. As a proud nationalized American citizen born in Mexico one of my goals is to provide eloquent mastery of the English language for all students. Working both as a university business professor and in corporate management, I have seen that English mastery opens doors to better career opportunities and world commerce. My second goal is to encourage teachers and students to enjoy their creativity by going beyond the Common Core. This will provide exposure to a greater variety of disciplines and give students more ideas for their future. My third goal is to be able to take pride in clean, responsible, and inspiring management of Hayward Unified School District. Please give me your vote.
