Biography

Mr. Johnston has served as city manager for Compton, Artesia, Ojai, and Ventura, California.  As City Manager, he led the fight to stop plans to build freeways through the Ojai Valley.  He wrote the plans that preserved the historic downtown and Arcade.  With former Mayor James D. Loebl, he negotiated the acquisition of the property that is the site of our City Hall, Police Station, organic garden and openspace.  He initiated the Ojai Trail by enlisting the help of Ventura County in acquiring the railroad right-of-way through Libbey Park. Today the Trail extends from Soule Park to the Pacific Ocean in Ventura. 

After organizing the General Services Agency, and assisting in the design and construction of the Ventura County Government Center, Mr. Johnston entered the private sector where his company engaged in the construction of entry level/affordable housing. He later returned to the public sector serving in various executive management positions and retired as the Ventura County Executive Officer.

Mr. Johnston is credited with leading the County back from the verge of bankruptsy, restoring its credit rating on Wall Street, settling long standing labor unrest, and leaving Ventura County as a national model of excellence.

Political Philosophy

Mr. Johnston believes democracy works best when the citizenry is informed and engaged.  For that to exist, government must be open, welcoming, and respectful to the public, especially when there are disagreements and/or misunderstandings.  

Elected representative needs to be mindfull and guard against; being defensive when questioned, obfiscating to avoid criticisim, and lecturing or chastizing the public instead of informing and educating them.

As Mayor, Mr. Johnston has pledged to conduct meetings in an efficient, effective, and transparent way. He will manage the time for everyones benefit, not just those who sit on the dais.
