My Top 3 Priorities

Cesar was born in Mexico and speaks Spanish fluently. His family immigrated to the US and settled in the Bay Area when he was 8 years old. Raised in Richmond/San Pablo, he attended Helms Elementary School, Richmond High School, and Contra Costa College, where he studied acting, journalism, and business.

Cesar moved to Hilltop and purchased his home at age 22. From day one, he became a leader in his community. He was elected HOA President after holding the builder and management company accountable to the residents for what they promised and for his understanding and enforcement of the CC&R’s. He later co-founded and became President of the Hilltop District Neighborhood Council to help build a sense of community and give the neighborhood a voice. He also co-founded the Hilltop District Homeowners & Stakeholders Association (HDHSA), a one of a kind organization in Richmond that brought together homeowners, residents, and businesses to oversee how the $1-million special assessment for Hilltop is used. HDHSA serves as the de-facto business association for Hilltop.

For the past two years, Cesar has worked tirelessly to improve the neighborhood, marshalling both financial resources and public support to finish a park that took 17 years to complete. He pushed the City to build ADA sidewalks so that all residents, regardless of their limitation in mobility, would be able to travel around the Emerald Necklace at Hilltop. He worked to install streetlights to provide greater public safety, and is implemented landscaping projects to beautify Hilltop’s public spaces.

Cesar co-founded the city’s first LGBT organization, Richmond Rainbow Pride. He also started Bring the Music Back, a campaign to raise funds to revive school music programs. This year he raised over $100K to get new instruments for Richmond High School (his alma mater), and is currently working on bringing new instruments to Kennedy High School.

Building and helping the community is what drives Cesar. He believes communities thrive when neighbors help each other. In this spirit, he volunteers hundreds of hours each year and serves on various non-profit boards, including organizations that aid homeless, LGBTQ, refugees, and youth, as well as groups that advocate for community sports and environment protection. He has also raised thousands of dollars for many of these non-profits.

Cesar is a homegrown leader who will roll up his sleeves and get things done. He understands that we need to work together to make Richmond a destination city in the Bay Area.

Above all, he will make decisions based on results before politics. Based on the difference he made in Hilltop, he has the drive and motivation to create positive change. His vision for Richmond is a healthy and safe community that is family-friendly, with parks, well-maintained infrastructure, a diverse economy with local jobs and small businesses, high-achieving schools, and affordable housing for all income levels.
