My Top 3 Priorities

  • Continue the progress in improving the relationship between the district and our citizens, continue focus on high value levee improvements, and continue improving the fiscal outlook while meeting the special needs of our unique community.
  • Ensure the hiring of the new District Manager is based on qualifications rather than nepotism. We should not trust the safety of our community to a group of individuals that intends to replace an experienced staff with their political allies.
  • Continue focus on targeting Special Projects that have the highest safety value and the greatest cost sharing advantage.

Biography

I served as Director on the board of BIMID for eight years, focusing on correcting the orindances which were unnecessarily infringing on private property rights, without improving the safety of the levee.  I worked hard to change the BIMID meetings from a monthly, contentious community fighting match, to what has been reported as being an uneventful, boring discussion focused on levee improvement projects, grant potentials and budgetary limitations.  I have diligently fought to change BIMID from an entity that destroyed properties to one that works with the property owners to find viable technical solutions to improve the levees that also improve their properties. I have also aggressively fought against the attempts to turn control of our local government over to County, State and Federal entities, including the previous board's attempt to assist in Code Enforcement's infringement on our citizens.

I have considerable experience in resource allocation, budgeting, and management of technical and non-technical staff. I am experienced in assessing the quality and quantity of work that has been performed by subcontractors and in evaluating the competence of abilities of engineering personnel and engineering methodologies. I have over 30 years experience in managing a wide range of personnel, from field hands to office staff to Ph.D's, comprised of full time employees and subcontractors, with more than 20 of those years in Engineering and Engineering Management.

I am experienced and effective at building consensus amongst diverse and apparently opposing groups, by using facts and relevant history to substantiate points. I created and taught classes on the promotion and application of Synergy and the Win-Win concept within corporate and regulatory settings. As an officer of a non-profit water company on Bethel Island, I have experience in grant application and appropriate allocation of such funds. I have experience on professional and personal basis in dealing with various regulatory agencies, including the Army Corps of Engineers and FEMA. I am familiar with dynamic stress analysis methodologies used in prediction modeling on structures and earthen dams, and with the limitations associated with that methodology.

I am a long time and long term resident of Bethel Island with a long family history to the Island. I have definitive knowledge as to the intent of creation of BIMID and the reasons for the dissolution of RD1619.

It is my intent as a member of the Board of Directors of BIMID to reverse the negative image that has haunted BIMID, to build a consensus of support from the residents of Bethel Island, and to verify proper engineering methods are applied to ensure the safety of our levees and drainage systems. I hope to save BIMID from suffering the same fate as RD1619 and to restore the faith of our residents in this organization.

I feel my management experience, engineering knowledge and strong desire to improve the safety of levee and drainage systems would prove to be an asset to the Board and the residents of Bethel Island.

Political Philosophy

Government's role should be limited to serving those common interests of their community that can not be adequately met privately, and where inaction of one private party would adversely affect the entire community.The best functioning Government is one that is closest to the local community it serves. Our community would be destroyed if we were to release local control of our levees to County, State or Federal entities.   Government officials should not be professional politicians, but rather industry experts related to the topic in which they serve. The public should be very weary of any candidate that has no applicable employment history, one that loves to be the focus of attention, or one that has a personal agenda.
