My Top 3 Priorities

  • Maintaining the Character of Our Beautiful City While allowing for the Growth in Housing that is needed.
  • Increase the # of Jobs available to Our Citizens by making it easier to do and start Businesses in Vista, Reduce the Regulations that are restricting New Job opportunities,
  • Provide for the Health and safety of Vistans by adding the Ambulance that was taken away a few years ago and adding 4 Sheriff's Deputies due to increased population.

Biography

I’m a constitutional conservative and proud American. A blue collar kind of guy who knows what it is like to get up early every day and go to work, like most of the citizens of Vista. I was your Shoe Repair Man at One Day Shoe Repair on the corner of Broadway and Indiana in the Historic Core of Vista for 30 + years. I retired on July 31, 2015 to focus on the Campaign for Vista City Council and give back to Vista for all the good things Vista has given my family. I am a family man and a sinner saved by grace who on June 7th, 2015 celebrated 47 years of marriage with my wife, Terry. We have two children. Our son, Brad Fleming, is blind and handicapped and resides at the Home of the Guiding Hands in Santee, Ca. Our daughter, Trish Fleming, is a mastered degree Special Education Specialist for the Vista Unified School District. Trish has twin children Kimberly and James. I believe that “the bigger the government the smaller the citizen.” This quote truly describes my philosophy. That said there are things a government should do and do for the good of all.

What is the most significant challenge facing the City of Vista, and if you are elected, what steps will you take to address it?
Answer from Tom Fleming:

All fall into the Character and Quality of Life in Vista.

      A. Safety and security - Sheriff's and Fire

            a. adds back the lost Ambulance

            b. adds to Sheriff's Deputy Patrols.

       B. Character -

            a. keeps Vista's More open areas

              while allowing for the more               

              urbanization of the areas along                

              downtown and Sprinter.

       C. Traffic -

             a. City just passed a Traffic plan              

             That I would question some parts

Political Philosophy

I have spent my entire life preparing for this Opportunity. From the Marines in     66′ 68′ to moving to Vista in 74′. Working in Insurance sales with Metropolitan Life as a Sales Manager. The last 30+ years as a Mom and Pop Business owner in downtown Vista at Denny’s Boots and Shoes and Tom Fleming’s One Day Shoe Repair. Roughly 50 people a day in and out of the shop has given me the opportunity to get to know many of you and given you the opportunity to know me and judge my Character.

I had spent many years on Board of Directors of VVBA. At the June 2005 Meeting the President, VP. and Ex Director Resigned at same. The board needed a calm steady Hand to try to save VVBA. I was asked to step in as the President.  Working with Jim Bowman (ED Chamber of Commerce), Kevin Hamm (Economic Development) Eleanor Hutchins, Dr. Michael Dinnel, Jackie Koop, Kam Shelhoup and Many others we started a search to hire a New Executive Director. Stephanie Jackel was hired as the New Ex Director. It took time and effort but we were successful in getting the VVBA back on its feet. 5 years later June 2009 I stepped down as President. The Mayor and City Council Presented Me with a Proclamation and My day in Vista (June 23,2009) It was a Team effort.

I have served on several Committees for the city (Downtown Specific Plan, Parking, CVBID Oversite and the last 4 years as Planning Commissioner).

Since Retiring on July 31, 2015 I have been Out and about seeing as many of you Vistans as possible through the Vista Chamber of Commerce and Campaigning to serve you as Your Next City Councilman. Serving Vista as a member of Sheriff’s Senior Volunteer Patrol gives me a chance to see all areas of Vista.

 

Position Papers

Maintaining the Character and Special Nature of Vista in a fiscally responsible manor.

Summary

I believe that the Bigger the Government the Smaller the Citizen, however, there are thing that government must do. We have to allow for the growth Vista needs while maintaining The Character Vista is well know for in the most fiscally responsible way possible.

Decision Making / Transparency

It is My job as a Candidate and God Willing Vista City Councilman to LISTEN to the citizens of Vista. I believe that it is necessary to have a set of Core Values. Faith, Family and Freedom are My Core Values. All my decisions are going to stand on these. Individual issues are going to be decided by listening to you. My Responsibility as you City Councilman will be to Represent you, the Citizens of Vista. In order to do this will require listening to you. I will work to move the Council Meeting to a 6 pm start time. In this way more working people can attend to share their opinions. Many City workshops and forums are held in the middle of the day. I will also work to get these moved to Evenings and Weekends. Decisions made by the Council should only be made after a full hearing of all Vista.  I want to bring Common Sense from the Common Man to the Council.

Balance Growth:

I will always Work very hard to maintain the Character of Vista. You cannot stop growth but you can control and manage it. Vista is a Historic City with Outstanding Character. Between the Vista Historical Society, Antique Tractor Museum and the Facebook page “You knew you Grew up in Vista if……” what Vista Character was is very clear. That said growth is inevitable. Our Challenge is to grow without losing sight of Our past. Vista is a City that is close to being filled out, land wise. Most of the Growth will be infill. When possible we must maintain the single family homes with yards for the family to enjoy. There is a place for Apartment/Condominium Complexes. These complexes must Provide appropriate amenities necessary for an acceptable standard of living. The Transit (Sprinter) corridor is ideal. If you are going to have an Urban Area, the downtown and South Santa Fe seems to be the right spots. Residential Growth must be accompanied with Economic Growth. We need to work to make jobs available to these residents. Jobs and family are the answer to a lot of social problems.

 

1/2 cent sales tax proposed by SANDAG
I am opposed to the Sales tax as it is proposed. This is a (will be) County wide tax. There already is a 1/2 cent tax covering transportation and roads that has another 12 years left and we will be asked to extend I feel sure. Vista is proposed to get 3.01% share ($2,152,000 1st year ,2017, and $130,000,000 over the 40 years) That is right 40 years. I will need to know a LOT MORE specifics as to the use of the money. We all know the excesses of Government in the elaborate over spending and the Overhead excesses. As it stands I am Opposed.
Sheriff and Firefighters

There is no question I stand with Our Deputy’s and Fire Fighters. Security of our citizens is the #1 duty of all levels of government but especially in local government. We must maximize the tax dollars spent on security to ensure we have the best men and women and best equipment in our firefighters and sheriffs. I do believe the sheriff department is optimal use of our taxes more than Our own Police Department. I also believe we have an excellent fire department and I agree with the Joint Services Agreement with surrounding cities. It is each of our responsibility to be part of our own security. If you see something say something. I am currently a Member of the Sheriff’s Senior Volunteer Patrols for Vista an intend to stay on after winning the Council seat.
