What is the most significant challenge facing the City of Vista, and if you are elected, what steps will you take to address it?
Answer from Dale Pilat:

Taxes are strangling our small businesses and residents. Many residents shop outside of vista making large purchases with cash to avoid paying the highest tax rate in North County. As councilman I will work with my peers to lower the sales tax, de regulate and lower onerous fees to strengthen our economy and make it prosperous to live and do business in our city.

Summary

I believe my stances on taxes, regulations, fees, revitalizing our economy and paying off our debt and how it can be done is the best  way to help the people of Vista. 

The people are in debt because of prop L. The bond allowed the city to bond for thirty years to pay for the new City Hall and other projects. This raised the sales tax a 1/2% for those 30 years. We are now in year ten with 20 more to go. If we could pull back on spending with many of our departments that have been receiving budget increases since 2011 and use that money towards our debt we could have it paid off in half the time effectively being debt free and being able to lower our sales tax back to 8%. This would free up 9 million dollars annually that we could put back into our infrastructure like paving our roads building sidewalks and installing street lights where there aren't any. The lowering of the taxes would make it more affordable for the people to make purchases in our city thus bringing in more revenue. By deregulating and lowering fees to do business it would put more money into the small business owners pockets so they could expand and hire more employees thus bringing more revenue into our city. History has shown us that you cannot tax people to get  out of debt. Allow the free market to flourish and you will have a strong economy with enough revenue to rebuild our city.
