Biography

I have been in business as the owner of an independent real estate brokerage since 2004.  My brokerage weathered the downturn of 2008-2010 increasing revenue every year.  I understand how to read a budget and how to manage expenses, skills that are often lacking in public agencies.  I wrote the wage and salary plan for SaneSul, the water authority for the State of Mato Grosso do Sul in Brazil.  I lived in Brazil for almost 20 years working and consulting for a public electrical utility.  My experience is diverse and extensive.  I understand the value of each dollar that is spent and where it comes from - the pocket of the rate payer.

Political Philosophy

I am a fiscal conservative advocating for the Otay Water rate payer.  Recent years have seen policies enacted that burden the water agency with uncertain future liabilities against strong community protests.  Water restrictions have caused thousands of dollars in lost landscaping and replacement costs which impact the rate payer's quality of life. Water rates have risen over 97% since 2007.  11 surrounding water districts have lower water rates than Otay Water which suggest the need for common sense oversight and fiscal sanity. Current market conditions have been ignored when determining employee benefits increasing costs at Otay Water.  Long term planning for water resources has been anemic meanwhile paying outside big consultant fees.  My focus is the rate payer and what is best for the rate payer.
