My Top 3 Priorities

  • Traffic Congestion. I offer a comprehensive approach. The simple stuff: more turn restrictions & enforcement of right-of-way. But also technology solutions: IoT tech to synchronize our street lights & the Traffic System Modernization project.
  • Rampant Development. No more irresponsible development, no more developer handouts. Smart development means residences that conform to neighborhood character, are proximate to effective public transport, and affordable -- not $1.5m penthouses!
  • Youth Representation. It is time to give the next generation a shot. We must empower our young people to make a difference. For example, I want to turn our underutilized Town Square Plaza into a startup incubator during the day.

My name is Justin Sha, and I running for Fremont City Council, District 4.

My education and qualifications are: J.D., University of California, Hastings College of the Law; A.B., Dartmouth College; and Mission San Jose High School. I am a legal entrepreneur and a startup cofounded. During the day, I am at the Oakland City Attorney's Office, where I assist in issues such as land use & planning. I have served as Dartmouth Class President as well as leader of several community organizations. I volunteer for the CIO Scholarship Fund, and I help run an annual charity golf tournament for student scholarships. ​

​District 4 encompasses the northeastern portions of our city, and it is comprised of my community and my neighbors, my family and my friends. My home. I have lived here my entire life. Neighborhood block parties in Canyon Heights. Touch football in the sixth grade during recess at Chadbourne. Sweet Tomatoes fundraisers. Lake Elizabeth picnics. Pokemon Go with my parents in downtown Niles. I am a native son, and Fremont is my home.

The catalyst for my run was a conversation with a close family friend. Like everyone else in Fremont, I was venting about the traffic. That day, it had taken me 30 minutes to drive less than 2 miles from BART back to my house. But what the close family friend subsequently said later served to inspire a thought. He said, “Maybe you should stop complaining. Go do something about it.” And upon reflection, it just seemed like the right answer to so many of the day-to-day things that I wish could be better for our community: I want to do something about it, which is why I have decided to run for City Council.

Moreover, Fremont residents deserve to both actually have and to feel like they have representatives who they know and trust to represent them. A councilmember who is accessible and in-touch with all parts of our community. One who is not just an instigator, but is someone ready to put the needs of Fremont citizens first. A councilmember with fresh ideas. A person who can bring perspectives and technologies from different fields and apply them for the benefit of Fremont and its residents. A councilmember who relies on data and science, as opposed to personal values and beliefs. The City of Fremont deserves councilmembers who will work for every resident in a way that is inclusive and respectful. I promise to be such a representative. I promise to be a councilmember who my constituents can trust to always fight for them. And I promise to prioritize the happiness, prosperity, and welfare of our community, the citizens of Fremont.

Political Philosophy

I am a progressive fiscal conservative.


No two people will always agree 100% of the time, but I want people to know that I will always listen to them and *hear* them and their concerns. I believe in a government that represents everyone irrespective of race, gender, sexual orientation, disability, or status. I grew up here in Fremont, and I want everyone in my community to feel represented and know that they can reach out to me. 

Fiscal Responsibility--

I believe that there is a lot of waste and redundancy in our City departments and I want to reduce the overlap by investing in smart, feasible solutions. We must identify efficiencies as well as new revenue streams in order to provide residents better and high-quality services.

I also want to generate new revenue streams. I want to modernize our infrastructure, address traffic congestion, partner with Ohlone College, and leverage and market our diversity to the world. Business incentives are important, yes, but like development issues, we should not be throwing current Fremont residents under the bus to chase after some amorphous goal. I want to transform our Town Fair Plaza into a startup incubator. The space currently wastes away unused during the day. With our Economic Development Director, I will also meet with local companies. A tech savvy millennial who speaks the language, I will drive new and substantial corporate investment into our local community. 

As an entrepreneur, I have many creative, innovative, and bold ideas. As a legal professional, my solutions exist within the bounds of the law. I have zero relationship to special interests or to Fremont's political elites. 

I believe that we need to elect visionary and bold leadership across all City Council races who can see the big picture, and all of its moving parts, and truly be a voice for Fremont residents.
