I am running for Oakland City Auditor to protect Oakland taxpayers from fraud, waste and mismanagement in city government. With so many working so hard to solve Oakland’s challenges, we simply cannot afford to squander our limited resources. That’s why we need a strong watchdog in the Auditor’s office. I previously served as Oakland’s City Auditor for eight years, between 2007 and 2014. 

I currently serve as the Director of Administration and Facilities at the Metropolitan Transportation Commission, the transportation planning, financing and coordinating agency for the Bay Area’s nine counties.

I have been an executive in governmental and political organizations for more than twenty years, including Chief Financial Officer for the Association of Bay Area Governments (ABAG), Chief Financial Officer for the State of Illinois Department of Human Rights, Deputy Chief Financial Officer for the Democratic National Committee and 1996 Democratic National Convention Committee.

A graduate of American University, a Certified Public Accountant and previously a Certified Fraud Examiner, I have dedicated my life to the service of others, creating organizational change and ensuring organizations manage their financial resources effectively. 

During my tenure as City Auditor, I turned around a troubled agency and made it a model of accountability, transparency and results. The office was honored in 2014 with a national award for its work and I was named one of the Most Influential Professionals in Government Auditing. We garnered local, statewide and national interest for the office's hard-hitting performance audits and investigations.

I also sponsored a whistle-blower ordinance that encourages city employees to report waste, fraud and abuse – which increased reports of abuses by 600 percent. 

Prior to becoming Oakland's elected City Auditor, I spent almost a year in Ghana, Africa creating an independent educational support system for children and their families in addition to providing capacity building for a international NGO. 

I am a proud mom, raising two amazing boys, ages 9 and 10, in East Oakland.

Political Philosophy

We need stronger oversight at City Hall to protect taxpayers from fraud, waste and mismanagement.

I served as City Auditor between 2007 and 2014 and made the office a model of accountability, transparency and results. We were honored in 2014 with a national award for our hard-hitting performance audits and investigations.

In a January 23, 2018 column titled, “Oakland Desperately Needs a New City Auditor,” the East Bay Express wrote about my previous service: “Ruby proved to be a highly competent and courageous city auditor – dedicated to rooting out fraud, waste, and abuse in Oakland city government and protecting whistleblowers who risk their livelihoods in order to expose wrongdoing in City Hall.”

In September of this year, the East Bay Times endorsed my candidacy, writing, "Courtney Ruby is back. Any Oakland voter who cares about transparency and accountability in local government should be excited about her decision to seek election to her old post as the independent city auditor."
