Political Beliefs

Political Philosophy

I wish to expand access to health care to the People of Castro Valley, Hayward, San Lorenzo, Ashland, Cherryland, Fairview and San Leandro, as your representative on the Eden Board.

Today, the Eden District is essentially a property management firm. It does not run any hospitals nor provide direct healthcare services.  While the District does provide some funding for some useful health education programs, this is not why the District was established. Plus, the District is losing money every year. Unless corrective action is taken immediately, the District will be facing a fiscal crisis in the next few years when it has exhausted its reserve funds.

I intend to balance the District's budget and refocus the District on its historic role of providing health care. In particular, we must keep St. Rose, a nonprofit, community hospital in Hayward, open. As explain in an article (click here), St. Rose is in a dangerous financial condition, and needs millions to meet state seismic safety mandates.

The closure of St. Rose would be devastating to the 170,000 residents of Hayward as it is only acute care, general hospital in the city. St. Rose's closure would also negatively impact residents of Castro Valley, San Leandro and San Lorenzo as emergency responses times in those communities would increase due to the 40,000 emergeny room patients presently treated at St. Rose every year seeking medical care elsewhere.

As Mayor of San Leandro I worked tirelessly to keep San Leandro Hospital open. In collaboration with the Alameda County Supervisors, and in particular Supervisor Wilma Chan, we kept the emergency room open and transferred San Leandro Hospital to public ownership under the Alameda Health System. I also spearheaded initiatives that resulted in the opening of the Barbara Lee Student Health Center at San Leandro High School and a free health clinic in San Leandro for the needy and families with low incomes.

I would be honored to have your support for the Eden Healthcare District Board.  Thank you, Stephen Cassidy
