My Top 3 Priorities

  • Student Safety: We need a Master plan that ensures the safety of our students. Discussions need to take place between parents, teachers, administration and students to listen to their concerns and find policies that will provide protections.
  • Funding/Resources: We need to address the lack of additional funding in a time when our district is facing serious issues such as shortage of students and state-mandated policies. We must work closely with our State Elected Representatives.
  • After-School Programs: Focus on providing parents additional opportunities for their children's development in the arts, science, technology, mathematics and sports. We need a focus on partnerships that bring value to our communities.

Primo is the oldest of four.  After his mother died from cancer, he helped raise his younger sister and has guided his other siblings on their educational paths.  Primo serves as the Government Relations Director for the American Cancer Society Cancer Action Network where he is charged with advocating for policies that aim to protect the quality of life of cancer patients and their families. Serving as a cancer research advocate has given Primo the ability to provide countless families the power to be a voice at the federal, state and local levels of government.

Primo obtained a Bachelor's Degree from Michigan State University and a Masters in Public Administration from Cal State Long Beach.  Primo and his wife Dr. Melba Castro live in La Habra Heights with their four girls and German Shepherd.  Their 9 year old is at Macy Elementary, 6 year old is at Olita Elementary, and their 2 year old identical twin girls look forward to joining their sisters at Lowell Joint School District.  Melba serves as the Dean of Student Success at Rio Hondo College.  Primo and Melba have served as mentors to many youths in the community.

Political Philosophy

Primo Castro is passionate about enhancing educational opportunities, advocating for resources, and empowering the next generation to reach their goals. He is dedicated to serving Lowell Joint School District by helping grow resources, expanding school day and afterschool programs, and providing students and teachers with additional opportunities to support student success.

As a dedicated public servant for nearly 20 years, Primo Castro has worked to enhance opportunities and resources to numerous communities. While working with the State Legislature for over a decade, Primo was instrumental in bringing much needed resources to communities from throughout Southern California.  He has been able to cultivate relationships, understand policy and government, and give back to his community. 

Dedicated to serving others, Primo is involved in the community with programs aimed at engaging students in learning, providing safe and healthy environments, and overall enhancing the quality of life for youth and families. Since 2014, Primo has served as a Boardmember of the Boys and Girls Clubs of La Habra. Additionally, Primo serves on various committees and commissions including Covering Kids and Families Coalition, Senator Ed Hernandez’s San Gabriel Valley Health Collaborative, and the State of California Tobacco Education Research and Oversight Committee where he was appointed by the California State Assembly Speaker.
