My Top 3 Priorities

  • As Director, my focus will be on continued stabilization of water and sewer rates for the District's customers and the challenges we will face with an aging infrastructure.
  • I believe in building relationships with other water districts so we can all work together to ensure reliable service during times of crisis as well as in daily operations and in setting policy.
  • Educating the public through outreach regarding national, state, and local water/wastewater/environmental issues is important, ensuring Moulton Niguel Water District serves customers...not just "rate-payers."

Biography

I am a California Licensed Principal Water Engineer with a Master's degree in Civil/Environmental Engineering and have been in the water and wastewater field for 42 years. I started in the field unplugging sewers, fixing main breaks…ultimately advancing as a water quality lab biologist. I progressed to the top levels of licensed water/wastewater operations. I currently hold a management position in Water Engineering for Anaheim, the largest city in Orange County…the 10th largest in California.  My in-depth experience, management of many complex projects, and support of fiscal responsibility to ensure fair and equitable water rates for our customers makes me an invaluable servant to the community.

  • Principal Water Engineer for Anaheim, the largest City in Orange County.  

  • Registered Civil Engineer.

  • Master’s Degree in Civil/Environmental Engineering.

  • Licensed at the highest level in both water and wastewater operations. 

  • 42 years’ experience in the fields of water/wastewater operations, engineering and water quality. 

  • A customer of MNWD for 29 years and member of their Citizens Advisory Committee, active in addressing water/wastewater issues in our community.

  • Involvement in various professional organizations including, President of the Orange County Water Association and Chairman of the Technical Certification Program for the California Water Environment Association, allows me to provide insight for MNWD’s customers concerning local, regional and state water issues for the 21st Century.

  • Committee Member for Orange County Infrastructure Report on Potable Water.

  • Volunteer within the community, including four-year board member of Model United Nations Program, Mission Viejo High School.

  • Delegate for Lake Mission Viejo Association.

 

These past 42 years I have directed efforts towards my profession to help the field prepare for increasing environmental, water and wastewater challenges, regarding water supply, distribution, storage and wastewater disposal. I now desire to increase such focus on my community by serving as Director on the Moulton Niguel Water District Board.

Political Philosophy

I have worked 42 years in the water/wastewater/environmental field actively participating in helping my profession grow. From water pollution control and drinking water issues to environmental concerns, I have been a participant in the great strides we have made in the profession and the resultant improvement of our collective quality of life.

 

I feel it is time to focus my experience and energies specifically on MY community, not forgetting the larger “picture” relative to national as well as state water issues. As a Moulton Niguel Water District Board member I see my primary responsibilities as:

 

 

  • Ensuring responsible use of public funds.

  • Focusing on infrastructure evaluation and establishment of capital improvement and replacement priorities.

  • Securing water quality, effective wastewater treatment practices, and responsible environmental stewardship well into the next and succeeding generations.

  • Building relationships with other water districts. When it comes to water here in South Orange County, "we're all in this together."

  • Educating the public through outreach regarding national, state, and—most importantly—local water/wastewater/environmental issues.

  • Ensuring Moulton Niguel Water District serves customers...not just "rate-payers."

 

 

I was asked once, "Why are you running?" I feel it is now time to "pass the baton" to ensure Moulton Niguel Water District customers continue to receive the quality and responsible service they have had since the District’s inception. And my experience in managing water/wastewater issues, capital projects and budgets, and my passion for my community and the issues facing us puts me in a unique position to accomplish this.
