Statement of Qualifications

Statement of FRANK BIEHL, Candidate for

Governing Board Member, East Side Union High School District

Occupation: Governing Board Member, East Side Union High School District

Education and Qualifications:                                                                                                      Age: 67

Barbara and I have lived in the East Side for 28 years. Our sons graduated from Evergreen Valley and Mt. Pleasant high schools. As a board member, I’ve been an active, independent voice for reform; visiting schools, listening to parents, teachers and students; working together, to provide each child a quality 21stcentury education.

I support safe schools with high expectations. I believe rigorous core academic classes with sports, music and art enable our students to graduate college and career ready. With my advocacy, college qualifying courses are now our default curriculum with four out of five graduates attending college.

I believe in fiscal responsibility. I championed our solar energy project, saving $43 million and refinanced bonds, saving $22 million. I’ve used my business experience to establish an independent Audit Committee, making sure that tax dollars are not wasted. Our last eight audits have been clean, without findings.

Experience: President, ESUHSD Board, Santa Clara County School Boards Association, MetroEd; LWV Ed Committee; Rotarian; BA, SJSU.
