Biography

 

Donna Rose is a 30+ year resident of Santa Clarita. Married for 35 years, she and husband Hugh raised 2 children in local schools.  She is a graduate of UCLA (BS), CSUN (MBA) and has a School Business Management Certificate from USC.  A retired Assistant Superintendent, Business Services from a K-12th grade District she has experience in school finance, negotiations, new construction, facilities maintenance, safety, technology, child nutrition, and all business functions of a school district the size of Newhall School District.  Donna Rose has volunteered in the classroom, PTA (treasurer), Girl Scouts, Boy Scouts, and other local organizations.

 

Donna Rose is an experienced leader in school district business, who will use that knowledge for the students of Newhall School District.  She is endorsed by 2 current NSD board members, Dr. Marc Winger (former Superintendent of NSD for 18 years), current and former board members from her prior district, Scott Wilk, State Senator for the 21st District, 2 former Superintendents, and others that know her professional qualifications, and personal qualities.  With fellow Board members, she will work with the Superintendent to maintain the high academic standards of the District, support the superintendent and all staff, promote the successful arts and music programs, continually review and improve the existing school sites, and monitor the planning for new schools.  She is a proponent of transparency in all Board actions, parent/community engagement, and strong communications to keep Newhall Schools as the best in this valley, and the state! Political Philosophy

School Board members are entrusted with the decisions that will affect students their entire lives.  School safety, student well-being, academic and social growth are important considerations in every decision that a board member makes.  Board members consider actions, contracts, employment, and financial budgets at every meeting.  Decisions on future schools, boundaries, technology, curriculum, and classroom environments need careful and deliberative debate and decision. Donna Rose has been working with school boards for years, sitting with boards and providing information for these decisions.  She knows the vital role that board members have in representing the needs of the students, parents, staff and community.  

Donna Rose has been an employee of the public schools in a variety of positions in the business area.  She has earned her certificate as a "Chief Business Official", which is required in the State of California for those in positions that create, and manage the District finances.  In 2013 the State changed the system of funding schools (now called the Local Control Funding Formula) that puts most of the responsibility of how Districts use state funding into the hands of the local jurisdiction (i.e. the Governing Board).  Districts are required to collaborate with all stakeholders (unions, administrators, public, parents and students) in the decisions that lead to how supplemental funds will be used.  Donna Rose has worked with stakeholders in a collaborative and public process, and written Local Control Accountability plans for her formal District.  She believes in the collaboration with stakeholders, and in a transparent process that encourages parents, staff and community voices to be heard in setting the goals and priorities of the District.   

She is a fiscal conservative, and will make each decision with two thoughts in mind:  "Is this decision good for students?"  "Is this decision fiscally responsible with taxpayer dollars?"  Taxpayers should have confidence that the funding provided for schools is used carefully and thoughtfully with clear goals for student success.  Donna Rose has the background to understand the finances, ask clarifying questions, and challenge when something doesn't make sense!
