Biography

Mark Millan is a member of the Town Council and small business owner of Data Instincts, a Windsor communications firm specializing in public outreach and communications for water and recycled water projects in the Bay Area and beyond.

Mark is an active member of our community, serving on behalf of Windsor on the following regional entities:

  • Member of the Executive Board of the North Bay Division of the League of California Cities (LOCC)
  • Member of the Board of the Santa Rosa Plain Groundwater Sustainability Agency (GSA)

This year Mark will also serve as Chair of the Water Advisory Committee (WAC) and Chair of the Russian River Watershed Association (RRWA).

He is a former Member of the Windsor Planning Commission and the Windsor Unified School District’s Bond Oversight Committee from 2010-2013. Mark is also a General Member of the Windsor Chamber of Commerce, Sonoma County Alliance, WateReuse Research Foundation, International Water Association and the American Water Works Association.

Mark has lived in Windsor since it was incorporated over 25 years ago with his wife, Sue.  Together, they have three adult children: Jenna, Jeff and Julia, all of whom graduated from Windsor High School.
