Board Member, Deer Springs Fire Protection DIstrict — Elected position (2016–current)



I retired in 2014 after a 30-year career advising clients faced with complex high stakes business disputes, litigation and investigations, especially in cross-border matters.  I have served as a consulting and testifying expert as well as a third-party neutral in a diverse range of business and discovery disputes.


I specialized on Asia/China/US cross-border disputes and litigation since 2005 and was based in Asia from 2009 to 2012 as Managing Partner for Asia/China for a global expert services and consulting firm.  In China and throughout Asia and Japan, I was the consulting expert and project lead on a diverse range of complex matters, including:  special committee forensic investigations for Boards of U.S. listed Chinese companies;  cross-border discovery; allegations of business fraud; undisclosed related third party asset transfers;  Foreign Corrupt Practices Act (FCPA) investigations; deep-dive M&A and FCPA due diligence; international arbitration; royalty disputes; intellectual property rights (IPR); and dumping/trade issues.


I had the pleasure and opportunity to work on many of the highest-profile regulatory and enforcement investigations in US history, including:  the Wall Street IPO Securities Litigation; Tyco; WorldCom; Parmalat; HealthSouth; and Enron.  His work has involved matters throughout Asia, China, Canada, UK and the United States advising clients and their counsel in responding to investigations by:  U.S. Department of Justice (DOJ); Securities and Exchange Commission (SEC); Federal Energy Regulatory Commission (FERC); the New York Stock Exchange (NYSE); NASDAQ; Federal Trade Commission (FTC); United States International Trade Counsel (USITC) and Congressional and Senate Investigations.

The Board posistion of the Deer Springs Fire Protection DIstrict is a non-partisan position.   I am seeking to be re-elected to the Board again.  By way of background, Donna and I have been Southern California residents since 1991 and we moved to the District in March 2013.  We fell in love with the District and are amazed by the beauty of the District’s natural resources and the warmth of its residents.  I joined the Board of the Deer Springs Fire Protection District (DSFPD) in 2016 and it has been an honor and privilege to serve the Community.


I was a Managing Director for a NYSE listed company (NYSE:NCI); with national and international responsibility for expert and consulting services that included: financial and business management; risk & compliance consulting; and corporate fraud investigations.


The Deer Springs Fire Protection District (DSFPD) continues to face challenges in the future as the District balances out the need to serve new projects; maintain a balanced budget; provide our residents a high level of emergency fire and medical services; and prudently fund future capital expenses.  The mission of the Board is to uphold the public trust and base decisions on integrity, honesty and sound fiscal policy.  I will honor and respect the mission of the DSFPD and continue to serve the Board and the District to the best of my abilities.
