Biography
I was born in San Diego and grew up in Rancho Santa Fe and Cardiff. An early memory of Fallbrook was traveling to Live Oak Park for my Girl Scout "fly up" ceremony. Over the years I came back to Fallbrook based on that memory because of its lovely, verdant enviroment. I have lived in Fallbrook since 1988, serving as Assistant Superintendent and Superintendent of the Fallbrook Union Elementary School District. In 2000, I became a faculty member at CSUSM in the educational leadership masters and joint doctoral programs and as an Associate Vice President for the university. I am now retired.
My community service includes Board Member for the Boys and Girls Club of North County ; President of Fallbrook Friends of the Library; Chair of Fallbook Community Forum; Founding President Hopsice of the North Coast.
When I completed my time as Superintendent, many friends said "You're going to move back to the coast, aren't you?" My response was "No way! My heart belongs to Fallbrook." Thirty-two years in Fallbrook and counting!

Political Philosophy
My political philosophy includes adhering to the expressed goals of the organization I am serving. The mission of the District (promoting health for the people of the District) and its values (dedication, efficiency, integrity, objectivity, prudence, respect, transparency) are in alignment with my own views and what I believe to be the best interests of our region. Therefore, I will wholeheartedly apply my experience, knowledge and skill in pursuing the fullest expression of those principles. In doing so, I will honor the importance of public interaction with elected officials and keep an open mind to multiple perspectives when deliberating issues.
As a public servant who was accountable to an elected school board, I learned the importance of communication, transparency and civility in serving the public interest. If elected as a board member for the Fallbrook Regional Health District, I will apply those principles in my interactions with the public, board member colleagues and professional staff.

I am currently a Managing Consulting Director, nThrive, a healthcare services firm based in Atlanta. Additionally I am a Director, Fallbrook Regional Health District; Chairman of the Board, Association of California Healthcare Districts; and Board Member, San Diego Organization of Healthcare Leaders; and Lifetime Fellow, American College of Healthcare Executives.
Previous Experience
Mr. Salmon has led organizations throughout the U.S. and internationally. He has spent the majority of his career as a hospital executive, and has expertise in multi-unit hospital management, hospital-physician alignment, alternative site health care management, physician practice management. His experience includes state and federal government organizations; for profit and non-profit sectors.
Prior to joining nThrive Mr. Salmon was Vice President, Premier Consulting Solutions; Executive Managing Director; Phase 2 Consulting, one on America’s top 25 health care management consulting firms; Chief Operating Officer, Medical Imaging Centers of America; Senior Vice President; Magliaro and McHaney — a physician services consulting company; Vice President ; Hospital Corporation of America (HCA). In the hospital setting, Mr. Salmon's CEO positions included: King Fahad Hospital, Riyadh, Saudi Arabia; Holy Family Hospital, Spokane; Main Hospital, University of Michigan. He was Associate Director, St. Luke's Hospital of Kansas City and Health Services Administrator, USPHS Indian Hospital, Eagle Butte, SD. He has served on the boards of several profit and non-profit health care organizations.

Political Philosophy
I believe political leaders have two important roles- to represent the needs and aspiration of their constituents and to lead by providing vision and creative ways of meeting the needs and aspirations.
I favor limited government that is responsibe to its citizens to facilitate private organizations to provide most services, but responsive to vital needs that are not economical to provide by private enterprise.
I believe that government should spend more time listening, gathering facts rather than talking and shooting from the hip.
