Summary

I PROMIED IN THE LAST ELECTION TO FIGHT FOR LOWER RATES AND MORE OVERSIGHT TRANSPANCEY.  I HAVE KEPT THAT PROMISE BY VOTING AGAINST RATE INCREASE AND PROPOSING THREE COMMITTEES THAT THE PUBLIC CAN PARTICIPATE IN.

DAN MCMILLAN

General Contractor/Accountant/Real Estate Broker/Member of the Board, Helix Water District

PROMISES MADE, PROMISES KEPT.  As a candidate, in the last election, I promised you that I would fight for lower rates, full transparency and not rubber stamp rate increases.  I have kept these promises.  I supported moving the Board meetings to 6 pm, recommended the creation of three Board committees for better governance/oversight and voted for lower water rates. 

When I was seated on the Board, the annual rate increases facing us were 10.1%, 11.7%, 7.1% and 7.4%, respectively, as voted on by the previous Board. I immediately called for a 5% rate reduction. Reference, East County Magazine, 2/27/2017.  We did not get the rate reduction the first year, but in subsequent years’ rates were increased 4% and 3.4% respectively.  Yes, your message of lower rates was heard loud and clear.  I supported a 0.0% rate increase both years, since the Helix Water District operated with a large positive cash flow.

To improve the public and Board oversight at Helix Water District, I proposed three committees: Engineering & Operations, Finance & Administration and Water Quality & Resource, and the Board concurred.  The new governance has been instrumental in improving oversight and lowering costs.  These Committees insure that Helix Water will continue to provide safe, healthy and reliable water supply in the future.

Background and Experience.  After graduating from San Diego State University, I served in the United States Marine Corps, then returned to SDSU and received a MS in Mathematics. Upon graduation, I worked in the defense industry for seven years, as an analyst, math modeler and programmer. Additionally, I attended SDSU and obtained an MBA with a concentration in finance.  I then went into business and am CEO/CFO of a construction, accounting and realty company. My experience of creating budgets and operating over thirty business entities prepared me to assess and recommend positive costs/rate cutting ideas to the Board. I have served as President of a local water district, on the San Diego County Water Authority, Chair San Diego County Wastewater Management District and on the San Miquel Consolidated Fire Protection District.

Support.  I am proud to have been supported by so many voters and the GMIA that represents over 7000 homeowners.
