CITY ATTORNEY'S IMPARTIAL ANALYSIS OF MEASURE Q
On July 17, 2018, the City Council of the City of Sebastopol voted unanimously to place this measure on the ballot of the November 6, 2018 Election.
Measure Q would amend a measure adopted by Sebastopol voters in the Novem- ber 2012 election. The original measure added a half-cent sales tax for 8 years to local purchases, amounting to an extra 50 cents on a $100 purchase. The sales tax is planned to sunset in 2021.
The current sales tax rate in Sebastopol is 8.875%, including 6% for the State, .875% for the County, .25% for SMART, and 1.75% for the City. The full amount of the revenues generated from this tax are placed in the City’s General Fund and are available to support general City operations and programs such as police and fire services, street maintenance, park and recreational programs, community benefit grants, and any other governmental functions and services.
If approved, the Measure will continue to be in effect until repealed by the voters. The measure would not increase or otherwise change the sales tax.
A “Yes” vote is a vote to approve the extension of the current sales tax. A “No” vote is a vote against the extension of the current sales tax.
The proposed extension of this tax is authorized by California Revenue and Taxa- tion Code Section 7285.9, subject to approval by two-thirds of the City Council and a majority of the voters voting on the measure. The measure would be approved if it receives a simple majority of “Yes” votes.
