To protect lives and property, shall Ordinance No. 2018-01 approving increases in the maximum rates of the Borrego Springs Fire Protection District's special parcel tax to $225.00 per year for single-family residences and in other amounts for other property as specified in the Ordinance, providing $720,000 a year until ended by voters, and authorizing annual inflationary adjustments be adopted to fund and guard against reducing fire protection/ambulance services, and maintain a stable fire/paramedic force?

A "NO" vote is a vote against establishing a special tax for the purposes of funding fire protection and suppression and emergency services.

This measure was placed on the ballot by the governing board of the Borrego Springs Fire Protection District ("District"). If approved by two-thirds of the voters voting on the measure, this measure would increase the annual special tax on all taxable real property within the District effective commencing July 1, 2019.

This measure requests voters approve increases to the special taxes levied annually on a parcel, class of improvement to property and use of property basis as set forth by the District and detailed below.

$225.00 Per single-family residence per parcel
$180.00 Per mobile home in an established mobile home park
$150.00 Per apartment unit, condominium unit, or duplex
$45.00 Per unit, plus $45.00 per acre for hotels, motels, and resorts
$195.00 Per acre for shopping centers and malls
$450.00 Per parcel for commercial and industrial
$300.00 Per parcel for institutional -- schools and youth and senior centers
$300.00 Per Church
$75.00 Per parcel for miscellaneous recreational
$7.50 Per acre and/or portion of an acre, up to 15 acres per parcel, for vacant land
$15.00 Per acre and/or portion of an acre, up to 10 acres per parcel, for irrigated acreage and golf courses

This measure requires that all special tax revenue be used for the purposes of funding fire protection and suppression, rescue, emergency medical, hazardous material emergency response, ambulance, and other services relating to the protection of lives and property, in addition to costs of administering the special tax. The District has also made this ballot measure subject to an annual independent audit.

Commencing July 1, 2020 and each July 1 thereafter, the special tax rates may be adjusted by the District pursuant to an inflationary formula provided in the Ballot Ordinance.
