Homelessness is a major concern in Los Angeles County.  What role can and should the County government play in resolving homelessness? In your answer please specifically address how the county should pay for homeless services.

The County must take a lead role in solving homelessness, but only with the help of the 88 cities by

-aggressive outreach policies

-increase emergency shelters

-increase permanent supportive housing

-develop job programs

-expand mental health care

-expand substance abuse programs

-expand low income housing

-coordinate services from all aid agencies

-improve and modernize case management 

-Each and every city must play its part and devote their resources to end homelessness.

Many in Los Angeles County cannot afford to rent or buy their own home. How do you propose to make it easier to afford housing?

Housing affordability is at crisis levels. The prices are so high, and have been rising so dramatically because the demand for housing far exceeds the supply. As Supervisor I will encourage increasing the housing supply , and as a component of each new development require a certain number of the units to be reserved for moderate to low income families and individuals. If the developer an not, or will not reserve these units then he/she must pay into a housing fund which will create affordable housing in the county. Housing near and around our booming MTA transit system should be encouraged and made a target for housing developments. The county should institute a "no net loss" policy which prohibits a developer fro ending up with less units on a property than when he started.

The Los Angeles County Board of Supervisors approved a raise of the minimum wage to $15 per hour by 2020 for unincorporated areas in the county. Some business owners say the hike in wages will eliminate jobs. What solutions do you propose to encourage job growth in the county?

Ther will be some businesses that con not afford the increase in labor costs with the new minimum wage.These business will either pass along the costs to the consumer or they will go out of business. LA County needs to more aggressively go out and seek industries to locate in LA. LA should be dramatically increasing the number of tech incubator programs . These incubators provide guidance and business advice to entrepreneurs who are driven to succeed. A successful "birth" of a new company will automatically bring jobs to the county. Many of these industries are clean, technology based and provide good wages to the workers.

Bureacratic red tape in obtaining permits for new businesses must be eliminated and new businesses should be given "concierge service" in their efforts to permit their businesses to be up and operating.

Climate changes and the continuing drought worry many in Los Angeles County. What new strategies should the Board of Supervisors implement to ensure that Los Angeles is able to both satisfy its water needs and protect the environment? Please be specific.

As Supervisor, I will implement and expand the following strategies:

-mandate drought tolerant planting whenever possible

-expand spreading fields and bio swales to recharge aquifer

-expand the recycled water system through the county

-remove the concrete bottom of the LA River and flood control channels to permit storm water to recharge the aquifers -require new construction and remodeling to include latest water saving appliances

What steps, beyond a citizens' commission, should Supervisors take in preventing abuses within the Los Angeles Sheriff's department?

The Sheriff's Department needs continued attention. The disclosure of the abuses that have recently occurred shocks me. Despite the best efforts of our new Sheriff, the Supervisors need to implement greater oversight measures in the form of better management practices. Each deputy needs to know that their actions are never irrelevant or concealed. Every word that they utter is a reflection on the entire county government. Each of them will be held to the highest ethical and moral standards.
