It has been a privilege and honor to serve two terms on the Moraga Town Council.  During my tenure as a council member and mayor, I conducted myself based on the following principles:

  1. Serve with honesty and integrity.
  2. Insist on a balanced budget every year by setting priorities which benefit tax payers.   
  3. Respect for the people I represent, including staff members and council colleagues in and out of my constituency.
  4. Promote civility and transparency in the decision-making process.
  5. Maintain accessibility to the constituents and stake holders.
  6. Listen to a variety of perspectives.
  7. Promote accountability and efficiency in all government business practices.
  8. Consult environmental protection before reaching a decision.
  9. Support public safety to preserve and enhance quality of life for all.

If elected as your Director on the BART Board, I will continue to govern myself by these same principles.

During my tenure, I accomplished the following:

  1. Insisted on and achieved a balanced budget for the Town of Moraga from 2006 to 2014.
  2. Provided leadership in improving the relationship between the community and Saint Mary’s College of California.
  3. Spearheaded the construction of a new council chamber equipped with state-of-the-art A/V for live streaming and recording of council meetings to improve government transparency and efficiency.
  4. Negotiated and awarded a new 10-year, $500 million contract in 2014 as a Director of the Joint Powers Authority with RecycleSmart (Central Contra Costa Solid Waste Authority).
  5. Initiated a successful 1% sales tax measure in 2012 for infrastructure (streets and storm drains) maintenance and renewal.

Ken and his wife have two adult sons, and have lived in the San Francisco Bay Area since 1988.

What I Will Bring to the BART Board Fiscal Responsibility
As mayor, I know first-hand how consequential fiscal accountability is to taxpayers. I will ensure that BART management will:
  • Streamline BART’s organization and make every new hiring transparent to taxpayers
  • Work with all levels of governments and labor unions proactively and continuously to create solutions preventing disruptive strikes.
Strategic Infrastructure Investments
As a seasoned professional engineer and project controller who understands how public agencies operate, I will work hard to ensure BART leadership focus on delivering quality projects to riders not political agendas for politicians:
  • Strategically invest in stations and infrastructure that will make BART more resilient and more expandable.
  • Consolidate and simplify plans and programs so BART can use its resources to address existing deficiencies and to provide better service to riders without demanding more taxpayers’ money.
Equitable to All Bay Area Communities
As a transportation expert with a multi-cultural and technology background, I will champion for diversity in the overall BART organization:
  • Ensure BART provides better mobility and more economic opportunities equitable to all Bay Area residents and businesses whether they are based in the urban cores or suburbs.
  • Improve BART station and service performance by introducing best practices from other global high performing transit systems such as Hong Kong and Singapore.
