  • 20 Year Master Plan Capital improvement projects worth 575 Million Dollars where I would propose we add Sea Level Rise at the plant to the plan and make sure we address “Return to Source” provisions such as local hiring.

Biografía

I have two degrees in the Biological Sciences.  After getting my Masters I worked for a Consulting Firm and helped write Environmental Impact Reports.  I did field work as well as statistical analysis.  After that I found a job at USC.  The job came with training on computers. My next job was with CAL and it was similar to USC, but also provided me with the opportunity to teach myself programming that led to my 30-year career in computing.  I founded a computer-consulting firm with myself as the only employee.  I treated my employee very well.  I also learned budgeting, contract bidding and being fiscally responsible for other people’s money.

In addition to my work life, I have participated as a citizen through out my life.  I have been involved in civil actions, citizen lobbying, participated in electoral politics as a campaign volunteer.  I served as an appointed public official for the City of Berkeley and Berkeley School representative on a Special Tax Commission.  I participated in the Bernie Sanders campaign and failed my first campaign to be a delegate at the Democratic Convention.

I am running on a progressive slate with two other candidates our campaign theme is “Continuing Change Together”.  The two current Board members Board President Leonard McNeil and Director Audrey Comeaux, endorse us.  As well as San Pablo Vice-Mayor Cecilia Valdez, San Pablo Council Member Genoveva Garcia-Calloway, Richmond Vice-Mayor Eduardo Martinez, Director Whitney Dotson, Ward I, East Bay Regional Park District, West County Democratic Club, Richmond City Council Member Jael Myrick, Contra Costa County Central Labor Council, Democratic Party of Contra Costa County, Democratic Party of California

My political philosophy originates with the founding documents of our Nation.  The Declaration of Independence we celebrate every July 4th says:  We hold these truths to be self-evident, that all men are created equal, that they are endowed by their Creator with certain unalienable Rights, that among these are Life, Liberty and the pursuit of Happiness.--That to secure these rights, Governments are instituted among Men, deriving their just powers from the consent of the governed.  I take the word "men" to equal humans and believe that any policy instituted by any Governmental body in this country should consider how it effects the Life, Liberty, and Pursuit of Happiness of all of its constituents, not just the few who are in power. 

All public officials swear or affirm to defend the Constitution of the United States of America against all enemies foreign and domestic.  I have taken this oath on numerous occaisions and hold myself responsible to carry out this duty to the best of my ability.  The Constitution begins with the following pre-amble:  We the People of the United States, in Order to form a more perfect Union, establish Justice, insure domest Tranquility, provide for the common defense, promote the general Welfare, and secure the Blessings of Liberty to ourselves and our Posterity, do ordain and establish this Constitution for the United States of America.  I have learned from my many years involved in politics that by promoting the general Welfare and focusing on the common defense and not War, domestic Tranquility and the blessings of liberty are the result.

Our country has, at times, ignored its foundational sentiments, but my political philosophy is to aspire at all times, in all situations to put them forth.  This campaign will be my first foray into electoral politics and I assure you they will guide all the mundane and important decisions I might make as a Director on the West County Wastewater District.  

I am running for office along with two other progressives.  Our campaign motto is "Continuing Change Together" to focus on our committment to the general Welfare.  What follows is our campaign platform:

  • 1.      Fair and reasonable sewer rate charges
  • 2.      Respect for collective bargaining rights and fair labor contracts
  • 3.      Increase alternative energy production (wind and solar) to reduce energy costs and greenhouse gas emissions. 
  • 4.      Open and Transparent Board Activity
  • 5.      Focus on Fiscal Management
  • 6.      Improve community education, outreach and engagement.
  • 7.      Establish a Ratepayer advisory council.
  • 8.      Focus on keeping District technology current.
  • 9.      Focus on environmental responsibility and stewardship.
  • 10.    Implement local hiring for contractors and employees
  • 11.    Implement a community benefits policy using Capital Improvement Contractor contributions for Scholarship/internship and S.T.E.M programs for WCCUSD and Contra Costa College students, summer youth employment programs, youth outreach and engagement.
  • 12.   Increase capacity to story energy.
  • 13.    Increase water recycling and re-purposing.
