A recent law made major changes in the way that the state allocates funding to schools. What will you do to ensure that the public understands your local control formula for school spending and your plan to measure outcomes?
Respuesta de Adrianne Hakes:

As a California School Board Association delegate, i worked with other CSBA board members to simply the language used in the plan and lobbied the state to implement the changes for this school year.  Our district is working hard to include and involve our parents in the process. We have adjusted the language of last years plans  so the process will be more understandable to all parents this year.

The district recognizes that communication is a two way street. Parents are encouraged to come to the meetings when the plan is reviewed.  Staff have been trained to ask and listen to  the parents' input. Principals keep notes of informal communciation from parents during the school year that can be incorporated into the plan at the more formal meetings. Plans are made for each site and then complied into a district wide plan.  Plans, also, are shared with the district level parent committees i.e. Gifted and Talent (GATE) parents and English Language Learners (ELL) parents.

All plans are available on line on the district's web site and at individual school site web page. The measurement of the outcomes will come from parent and student survies, the state academic assessments, progress reports, suspention and expulsion rates , A-G completion rates, English proficiency rates, and high school gratuation rates. All of these reports are used in evaluating the success of the Local Control plans.

What is the most significant challenge facing the Oceanside Unified School District, and if you are elected, what steps will you take to address it?
Respuesta de Adrianne Hakes:

The district has worked hard to improve the schools, individual sites, the instructional programs and the internal business operations of the district, we have come a long way. We, also, have  become more concerned about the safety of our students while they are at school.  Hence, the district has been increasing the fencing at sites where needed. Visitors to all of our schools have to sign in and all staff wear a identification badge. In addition, staff members have been getting a variety of safety trainings.

Yet, my concern is that too many children themselves do not feel safe at school. According to one of our surveys, the number of students who do not feel safe is way too high and has not changed for several years. I think if students do not feel safe, they have difficulty paying attention in class and learning the lessons that are being taught.

Under my encouragement, the past superintendent, tried an anti-bullying/good citizen program. Although we have been doing the program for three or four years there has not been a change in the percentage of students who feel safe at school. We still have too many children that do not feel safe at school and not learning up to their potential.

So I have been pushing for an anti-bias bulling program which works for acceptance of ALL children. It builds on how much alike we are all. It builds a feeling of community in the classroom and school. And hopeully, out into the greater Oceanside community.  I will continue to work to see this program in our schools, if re-elected.
