Mis 3 prioridades principales

  • Return San Miguel Fire District to a sound financial footing by continuing the current contract with Cal Fire. A contract that saved the taxpayers millions, we went from a three year $5,000,000 budget shortfall to a 3-year $3,000,000 budget SURPLUS.
  • To continue to provided a world-class fire department with reliable response times and highly-trained emergency service personnel.
  • Members of the old Firefighters union have supported all the Board members who voted to cancel the current Cal Fire contract. That vote increases their hourly pay by 28.5%, they don't have your best interests in mind.

Biografía

Family History
Bill was born in San Francisco on October 14, 1955.  Esther, Bill’s mother was one of seven sisters and two brothers born to first generation Italian immigrants.  Paul, Bill's father, also was born to first generation immigrants.  Paul was never was able to attend college and started his career as a police officer for the San Francisco Police Department “SFPD” he was able to work his way up the ranks and eventually retired from the SFPD at the rank of Police Captain.  After his retirement he took job as head of security of the Federal Building in San Francisco and subsequently he became an unemployment insurance investigator for the State of California.
Bill married his wife, Karen, in 1995. They first met on a blind date set up by Bill’s doctor and he was married about a year later. Karen worked in the health care industry at Kaiser hospital for 35 years until her retirement four years ago.  They have one son William who is the center of their lives.

Career
Bill has spent most of his professional life as a Registered Civil Engineer and has worked in both the public and private sector.  His private sector experience gives him intimate knowledge of how to maximize value for every dollar and work within a budget.  He has also been an outstanding public servant. In one chapter of his distinguished career, he earned a $10,000 DIBBS (Do It Better By Suggestion) bonus for a first years savings to the County of San Diego of over $180,000 dollars by revising the way software licenses were used in the County.  He also co-authored a $1,000  DIBBS award by streamlining the work flow which resulted in an ongoing savings of a minimum of $10,000 dollars per year.  This savings was realized by revising the way specifications were generated and removing a tremendous amount of duplications and errors in those specifications.
Bill also has been a successful real estate investor and  and has been investing in real estate for about 20 years.
The San Miguel Fire District faces exceptional challenges. Bill’s experience has given him the skills to lead the District through these difficult times.

Education
After earning a Bachelor of Science degree in in engineering from San Francisco State University in 1980, he earned a Masters degree in Civil Engineering from San Jose State University (while continuing to work full time) with a major in Structures and a minor in Construction.

Board Experience
Bill is currently serving on the San Miguel Fire District and has served as President of that board. Bill was also elected to sit on the Board of his first non-profit organization in 1992.  Since then he has been Board President for three non-profits and is currently sitting on two other boards and is President of both.

Interests and Hobbies
Skiing:  Bill is a member of the National Ski Patrol and worked as a Patroller  at Snow Valley.
Aviation:  Bill holds a Private Pilot’s Certificate.
Scuba Diving:  Bill is a registered NAUI scuba diver.
Scoutmaster:  Bill has served as Scoutmaster for two Boy Scout Troops.  One in San Francisco in the 1980’s and after moving to San Diego he served as Scout Master to a Boy Scout Troop in Jamul.

Our San Miguel Consolidated Fire Protection District is in trouble. I believe that together we can do more to protect taxpayers and have an extraordinary emergency response system in place.

During my 31-year career as a Registered Civil Engineer and as board president of the San Miguel Consolidated Fire Protection District and other non-profit organizations, my job required squeezing maximum value out of every taxpayer dollar. We need board members with good judgment and proven budget management experience. I have the experience to reverse this new trend of reckless spending.

Four years ago we were facing a financial crisis. The board contracted with CAL FIRE, saving the taxpayers millions, as we went from a 3-year $5,000,000 budget shortfall to a 2-1/2 year $3,000,000 budget surplus. At the same time, we provided a world-class fire department with reliable response times and highly-trained emergency service personnel. In an irresponsible 4-3 vote, the current board used a flawed study to support a stand-alone district with hidden costs and infrastructure needs that will significantly increase the funding of maintaining necessary services. The taxpayer gets stuck with the bill. 
 
Together, we can once again put the San Miguel Consolidated Fire Protection District on sound financial footing. I would appreciate your vote for William Kiel
