City Attorney’s Impartial Analysis of Charter Amendment – Measure “P”

This Charter Amendment (“Measure”) would amend City Charter Section 1114 to permit the City Council to contract with a newspaper of general circulation for publication of legal notices and official advertisements without advertising for bids if there is only one newspaper of general circulation in the City.

Section 1114 requires the Council to contract with a newspaper of general circulation in the City annually for publication of legal notices and official advertisements, and requires the council to advertise for bids.

This Measure will amend Section 1114 to permit the Council to avoid advertising for bids when contracting with a newspaper of general circulation for publication of legal notices and official advertisements when there is only one newspaper of general circulation in the City.

The effect of allowing the City to avoid advertising for bids will be that the City will no longer have to advertise for bids every year when there is only one newspaper of general circulation in the City.

This Measure was placed on the ballot by the City Council.

A “Yes” vote means the voter approves the proposed changes that this Measure would make.
A “No” vote means the voter does not approve this Measure and no changes will be made to the City’s Charter. This Measure will become effective if a majority of those voting on this Measure vote “Yes.”
