What criteria are most important for voters to use in evaluating judicial candidates?

A candidate’s legal experience is important, including areas of practice, litigation experience and knowledge of the law.  Character and integrity are key factors as well because the public wants judges who make decisions based on law and not outside influences.  Fairness is also an important attribute. 

 

How can courts and judges better assure that all people have adequate access to legal help and the legal system?

Having free legal aids, including attorneys and research tools, onsite at the courthouse would assist people in getting legal help.  Courts and judges could waive court costs and fees, and appoint attorneys and experts at no charge for low income individuals to ensure that they have access to, and representation for, the legal system.   

Most defendants are held in County jail before trial because they are not able, due to low income or homelessness, to secure bail imposed by the Court at their arraignment.  Does California’s system of imposing bail on defendants need reform?  If so, what would you recommend?
Respuesta de Hubert S. Yun:

A hybrid system may be appropriate.  For violent and/or serious offenses, the current system will keep most offenders, rich or poor, in custody while awaiting trial, ensuring public safety.  For all other crimes, an individualized assessment of the offender, including criminal history and finances should be undertaken before setting bail.
