Mis 3 prioridades principales

  • Modernizing our Voting System - Protecting your vote & securing the election system is my top priority. With 13 years of hands on elections experience, I will lead staff and the public through this process: from selection to implementation.
  • Assessor Division Fire Recovery – In 2018/19 we will begin the process for those affected by the fires. We will need to work together so we can help our community recover, and likely bring in additional staff to meet these needs.
  • Greater staff inclusion – A new effort for our department, employees need to feel comfortable bringing issues to department leaders so we can deal with them fairly and honestly, and everyone benefits from the improvements, especially the public.

Ray Leonard

Administrator, Clerk-Recorder-Assessor-Registrar of Voters Office

Sonoma County

Ray was born and raised in Petaluma, CA where he attended St Vincent’s Elementary School and Petaluma High School.  He is a Sonoma State University Alumni with a Degree in Management/Public Administration.  Ray currently serves as the Administrator for the Sonoma County Clerk-Recorder-Assessor-Registrar of Voters.  As the Administrator, Ray handles the day-to-day operations of all four divisions, including Human Resources, coaching and counseling, training, facilities, budget, Health and Safety and more.

From 2006 to 2012 Ray served as the Deputy Clerk-Recorder-Assessor for Janice Atkinson (Clerk-Recorder-Assessor from 2006-2012).  Ray backed up and assisted Janice in her duties as Clerk Recorder Assessor, representing the department and Janice at countywide meetings, the Board of Supervisors, and statewide committee meetings, and he provided managerial support to the department in Janice’s absence.  One of the other duties of the Clerk Recorder Assessor was to serve as the Public Information Officer in times of emergencies or disasters, and Ray was involved in the floods of 1995, 1996, 1997, 2006, as well as the 1998 mud slide (Mud Flood) in Rio Nido.

Ray has served as a manager in local government 24 years, serving 2 years in Mendocino County and the last nearly 22 years in Sonoma County.  Ray has worked for Human Services, the District Attorney’s Office and most recently, almost 14 years with the Clerk Recorder Assessor.

Ray’s lifelong dedication to helping his community has led him to a career in public service.  After becoming an Eagle Scout, Ray’s community service has included volunteering for the Sonoma County Search and Rescue Team (33 years), Founding and leading a philanthropic non-profit to benefit Sonoma County Search and Rescue), Sonoma County Museum Board of Directors, Legal Aid of Sonoma County Board of Directors and the Redwood Empire Council Boy Scouts of America (currently serving as board president), Past member of the Willowside Middle School Site Council and Piner Olivet School District Technology Committee, Past Chairman Sonoma County Administrative Management Council, Scoutmaster of Troop 32 and a youth group representative on the Santa Rosa Mayor’s Gang Prevention Campaign.

Ray brought the Safe Rides program to Sonoma County (which gives confidential rides home to teens who had been drinking, or if their driver had been), he also helped organize and pilot “Project Graduation” with MADD and CHP for the first 4 years of the program. Ray was a committee member for the Petaluma River Festival serving as Youth Program Coordinator.  Ray also is a member of the California Association of Clerks and Elections Officials.

As a fourth generation Sonoma County resident, Ray is very proud of the work done by the Clerk-Recorder-Assessor providing core government services to so many local residents he’s known his whole life. Whether through voting, property ownership, birth, marriage, or death, the Clerk-Recorder-Assessor’s office provides services to virtually every resident and business in the county.

Today, Ray lives in Santa Rosa with his wife Debbie, a Fifth Grade Teacher, and their two teenage sons.
