Biografía

Ken Malbrough is a proud native San Diegan who graduated from San Diego High School and Miramar College; and has lived in Southeast San Diego for 63 years. Ken is a retired Deputy Fire Chief from the City of San Diego Fire-Rescue Department with 31 years of experience (retiring in 2012).

Ken is an active community leader and advocate serving as District Delegate for the 79th State Assembly District, Co-Chair for the City of San Diego Consolidated Plan Advisory Board, Chair-Person of Encanto Neighborhoods Community Planning Group and O’Farrell-Valencia Park Town Council Chair.

Ken has been married for 40 years to his high school sweetheart Deborah (Nix) Malbrough. They have two children, Derrick Malbrough (38 yrs.), Kendra Malbrough (34 yrs.), and a granddaughter Arianna Graham (15 yrs.).

Should the county spend more of its budget reserves on increasing social services? Why or why not?

Yes.

Increased access to health and human services, is one of many issues that led me to run for County Supervisor

As a native San Diegan and a public servant for 31 years, I have professionally and personally experienced struggling citizens who could have possibly benefited from access to health and human services. The hard-working county employees are doing an amazing job; however, my goal is to provide them with increased staffing, training and improved outreach to the public. The County of San Diego must take the lead in direct and preventative health and human services.

Moreover, I believe that the County is not spending and allocating funds which they do have in reducing such problems such as homelessness. It’s unacceptable that so many of our veterans and families are relegated to the streets. We should have a plan that has short and long-term goals; and can do more to provide our homeless neighbors with better wrap-around services that support their transition into stable housing.

Should the county invest more of its budget reserves in its affordable housing trust fund? Why or why not?

Yes.

San Diego’s housing crisis has been long in the making and has no simple solution. There are areas ripe for much needed and wanted housing development. Too many stakeholders including elected officials have failed to address all the components to this growing challenge. Even some of the changes made at the state level such as the many bills that attempt to address some of the longstanding problems will not succeed if we do not act locally at the county level. I will be the candidate that can push real reforms in making our housing process more efficient, faster and much more affordable. One more career politician will not have the freedom or experience to put every possible solution on the table and engage with every possible partner regardless of party or business affiliations I will be a pragmatic County Supervisor and will bring those reforms to the Board of Supervisors.

Do you support measures to stop the criminalization of homelessness? The basic human behaviors of many homeless people (like sitting, sleeping and bathing in public) are against the law. Please provide specific examples of measures you would support.

Yes.

Housing should be a human right. San Diego has many working families, vets and students who are unable to attain adequate housing. Public agencies should not make homelessness of our neighbors worse through criminalization. The county can do much more to incentivize and support more affordable environmentally friendly housing. I would better harmonize county and city housing regulations, provide more county property for affordable housing as well as provide long term funding sources for workforce housing leveraging federal (veteran) state, city and non-profit programs and funding sources.

Do you support increasing housing density in unincorporated San Diego County? Why or why not?

Yes.

Some areas of the county can support more housing. Such development should be done with community input that includes environmentally efficient and affordable housing for all levels of the San Diego workforce, that is in transit corridors near parks, recreation and quality of life amenities are critical to healthy communities and a viable competitive workforce.

Do you support permitting, regulating and taxing marijuana in unincorporated San Diego County? Why or why not?

Yes.

Californians overwhelmingly voted to allow medicinal and recreational use of marijuana. The county should formalize a process to ensure there is a legal and safe system in place to allow residents to carry out a legal activity. This process will also allow the county to generate revenue to pay for any necessary health and public safety issues.

Do you support the county’s Climate Action Plan? Why or why not?

No.

The county's action plan has some good points, however there should be more emphasis made on efficiency and reducing greenhouse gasses. The County’s CAP should be at least as aggressive as the City of San Diego’s CAP.
