Wild fire is our greatest threat and water is our most precious resource.  Times demand experienced leadership on our Water Board.  It is more important than ever to have a knowledgeable and fiscally conservative Board to implement the Master Plan and manage the continuing challenges of the drought and increasing costs while keeping rates low.  Since our water system is quite vast and complex, and interconnected to the whole of the state’s water supply, we need experienced and knowledgeable leaders for continued diligence in water stewardship.  I am seeking re-election to the Board because of my continued desire to be involved in and contribute to our community.  My education, business experience and tenure of leadership on the Board make me uniquely qualified to serve you.

  • Saved the District over $500,000 using my construction and engineering experience to redesign projects
  • Our District earned an ISO rating of 1, the highest rating in the nation, during my time on the Board
  • Our District is virtually debt-free, and our commodity rates are some of the lowest in the region

 

 

 

 

 

 

I led the development of the Master Plan and Updates during my time on the Board.  The Master Plan is an in-depth engineering study, analysis and evaluation of our entire water system.  It provides the Board with the road map for the future improvements our system needs for fire protection and water delivery over the next 10 years.  During my leadership we have increased fire protection storage capacity by several million gallons and constructed several million dollars of system improvements to increase fire flows.  We have accomplished these improvements without incurring debt and with minimal rate increases.

 

As Directors, we are confronted by many challenges.  We face continually increasing costs for our supply of water from the Central Basin and for electricity.  These two costs make up about 40% of our budget.  Two of our four water wells were built in 1950 and are near the end of their engineered life span.  These will probably need to be replaced in the next 10 years.  Each new well costs about $1.5 to 2.0 million to install.  The Master Plan shows several other needed capital improvements to our system including replacing pipelines to increase fire flows and deleting cross-country lines, installing new pumps to improve pumping capacity and installing several pressure stations to better regulate system pressures.  The total 2015 Master Plan’s 10-year capital improvement program is about $6.0 million. 

 

To manage future cost increases and fund the Master Plan’s capital improvement program, the Board commissions a water cost of service and rate study performed by an outside expert about every 5 years.  The 2018 Water Cost of Service & Rate Study provides the Board with a comprehensive financial analysis with rate options for funding the Master Plan capital improvements and future cost increases.  While this proposed rate structure allows up to a maximum 7% annual increase over the next 5 years, the Board votes whether to implement the increase each year.   In comparison, other water districts in our have raised rates over 30% during the drought and recent cost increases.  Our District has not had these exorbitant increases because it is financially stable and the current Board is fiscally conservative.

 

The main challenge as a Director is to keep our rates low while ensuring we have the capital reserves necessary for emergencies and to fund the capital improvements described in the Master Plan.

 

My record shows I have successfully met these challenges for you, and if re-elected, I will continue to meet these challenges on your behalf.  My top priorities are continuing the system improvements for fire protection and maintaining sound fiscal policies and capital reserves to minimize rate increases.  I will continue these policies by providing leadership, experience and business sense - without politics. Also, I listened to you, the community I represent, and voted to rescind the stipend increase.
