Preguntas y Respuestas

Preguntas de KPBS and the League of Women Voters San Diego (2)

Do you support increasing the housing density in your district? What other options might there be for improving the City's supply of affordable housing?
Respuesta de John McCann:

I support affordable home ownership.  As a homeowner, being married and having four children, I know how important it is to protect our community's quality of life.

Chula Vista District #1 is a collection of master planned communities & the housing in the community is already built.  The community has provided home ownership opportunities from the mail room to the board room.  The City of Chula Vista provides a lion’s share of affordable housing for the region and does not need to increase density in existing District #1 neighborhoods to create more affordable housing.

Are you in favor of the City's cannabis tax, Measure Q, that's on the November ballot? Why or why not?
Respuesta de John McCann:

Q will increase crime, homelessness, drug abuse & decrease property values in YOUR NEIGHBORHOOD.  Q allows recreational marijuana shops to open in YOUR NEIGHBORHOOD with NO PUBLIC MEETINGS or PUBLIC INPUT.

Funds from Q’s tax will go into the general fund & there is no guarantee that any funds will go to police or law enforcement.  The supporters of Q state that it will generate sales tax revenue, but are we supposed to believe that an industry currently working entirely illegally and whose sales are almost 100% in cash is somehow going to start accurately reporting its sales so it can pay sales tax?

Q is about recreational drug use & NOT MEDICAL MARIJUANA.  It allows drugs to be SOLD IN YOUR NEIGHBORHOOD for the purpose of getting high, which will hurt our children.  San Diego UT states that Q will make Chula Vista the largest recreational marijuana marketplace in San Diego County with twice the number of licenses per capita than San Diego issues.  Q is the WRONG WAY to regulate recreational marijuana.

Preguntas de KPBS (2)

Chula Vista is facing a $7.1 million budget deficit in 2020. Are you satisfied with plans in place to address the deficit? What might you change?
Respuesta de John McCann:

As a small business owner with a master’s degree in economics I am working diligently with City staff to balance the 2020 budget and retain quality city services.  The city needs to be more aggressive at looking for ways to decrease costs and eliminate waste.  I have championed installing solar panels on city facilities which is decreasing city energy costs.  I have been a leader in the public private partnership with the Youth Sports Council installing water efficient park irrigation systems which is saving city water costs.

The city also needs to continue to increase stable sources of revenue.  I was the deciding vote in approving the Marriott Residence Inn and Marriott Courtyard hotels.  This brought the first hotel to East Chula Vista increasing the amount TOT revenue to the city.  I voted for and approved three additional hotels soon to be opened in East Chula Vista bringing substantial new revenue to the city.

Are you in favor of offering businesses incentives to operate in Chula Vista? If so, what kinds?
Respuesta de John McCann:

Yes, I have worked to streamline the business permitting processes.  I have worked to implement business development teams where all the different city departments that process business permits will sit with an applicant at the same time to expedite their processing.  I voted for and approved the Millenia commercial center to attract high tech and bio tech companies to Chula Vista.  I support waving certain permitting fees that will bring clean, long term, high paying jobs to Chula Vista.

Preguntas de The League of Women Voters San Diego (1)

What, if anything, would you change about the City's approach to addressing homelessness?
Respuesta de John McCann:

I voted for and approved the HOT Team (Homeless Outreach Team).  The HOT Team is a collaboration of Chula Vista Police, medical providers and non-profits that engage homeless in Chula Vista.  The HOT team works to get homeless off the streets, into shelters and looks for ways to find assistance for long term housing and wellness.  The city needs to do more in working with San Diego County and the State to get people off the streets.
