Biografía

Mark Muir has been honored as a Community Hero by the Encinitas Chamber and as one of the "Top 25 Leaders in the Past 25 Years in Encinitas" by New Encinitas Network. He has also been honored by the San Diego Taxpayers Association via the Golden Watchdog Award, which recognizes his achievements saving taxpayers over a million dollars. Muir is committed to a fresh, balanced, fiscally conservative approach to dealing with community issues. He strongly supports fiscal prudence, environmental stewardship, and controlled growth, so as to retain Encinitas' unique character.

Do you support increasing the housing density in your district of Encinitas? What other options might there be for improving the City's supply of affordable housing?
Respuesta de Mark Muir:

Yes, affordable housing is needed and required by state law. However, it's also important to balance state housing needs to that of community character needs. Approving a certified Housing Element should also meet the City’s strategy to preserve our community’s character, while expanding affordable housing opportunities as required by state law and that meets community acceptance.  This Housing Element should be a reflection of a community based vision which includes homeowners, neighborhoods and community participation.  We should preserve and protect our small beach town identity, while providing opportunities for affordable housing.  Increasing developers inclusionary requirements, building near transit, incentivizing granny flats, should all be tools in meeting our affordable housing needs and state requirements.  

Do you approve of the City's current approach to addressing the problems of homelessness in Encinitas? What specific changes, if any, would you make?
Respuesta de Mark Muir:

The City collaborates with many agencies and non-profit organizations. We currently partner with Community Resource Center and Interfaith Community Services in administering many programs that assist the homeless in finding solutions for reducing or preventing homelessness.  These services connect people with community or county services.

 

Do you advocate any changes to the City's current policies regarding recreational and medical cannabis businesses? Please explain.
Respuesta de Mark Muir:

A ballot initiative has qualified for the 2020 election, so the community will decide what limitations they want to place on the selling and growing of cannabis. The delivery of cannabis is currently being evaluated and legislated at the state level. The city is waiting for their decision.

A Community Based Vision should be defined by our residents. My goal has always been to reflect the values and vision of our community by my policy decisions. Our communities values include our small beach town feel, look and character, while maintaining or enhancing our quality of life with more open space, better roads and trails and improved services
