Biografía

I am a fortunate man: I have an amazing wife, and 4 incredible children and I am honored to be running for National City Council. I want the American Dream to be attainable for everyone in National City.

I believe that every worker deserves a living wage, every human deserves a place to call home, and our government must work on behalf of everybody’s interest (not just the 1% or privileged few).

We need to increase home ownership and small business growth so that we can all have pride of ownership. We need to create more affordable housing, stabilize rent prices and decrease building permits fees.

We must defeat the negativity on the national and local level that divides our community. It is an agenda filled with anger and hatred. There are solutions to our problems and we will overcome them together.

I am endorsed by the National City Firefighters Union, San Diego Council members David Alvarez and Georgette Gomez, among others.

Do you support increasing housing density in National City? What other options might there be for improving the City's supply of affordable housing?
Respuesta de Jose Rodriguez:

Yes. I want to build mixed use residential/commercial in the National City downtown neighborhood and through Highland ave. We need to streamline process to develop specially on mixed income and mixed use construction projects.

Do you advocate any changes to National City's current policies regarding recreational and medical cannabis businesses? Please explain.
Respuesta de Jose Rodriguez:

Yes. Proposition 64 passed resoundingly in our state in 2016 and is law in California. I believe we should host community forums and start a dialogue to decide on how the city will proceed with any potential labs or dispensaries in National City.

Are you in favor of the National City residential rent control ordinance, Measure W, that is on the November 2018 ballot? Why or why not?
Respuesta de Jose Rodriguez:

Yes. Rent increases have been occurring to the amounts of $200-$600 per year for tenants. This practice by landlords is creating displacement and must be stopped. It is why I support the ordinance, it will limit rent increase to 5% per year and create displacement fees for seniors or families that are unjustly evicted.

Do you support any specific projects to promote economic activity in National City? If so, who are the proponents of these plans, and why do think that the City should invest time and resources in them?

Yes. We can grants to the National City Chamber of Commerce that can help put events together in our city and have local vendors. Additionally the staff at the chamber can walk residents through business filing paperwork and business growth courses.

Do you believe that the National City Community & Police Relations Commission has adequate independence, authority, and resources to provide effective civilian review when there are allegations of officer misconduct? What changes, if any, do you think should be made?
Respuesta de Jose Rodriguez:

No. The Commission needs to be fully staffed, meet on a regular basis and have subpoena power to investigate complaints and cases.
