  • Bass Lake Parkland Acquisition and Development Planning for a 200 plus acre park including active fields, passive recreation areas, fishing dock, and many amenities.
  • Community Center & Aquatics Center Site Identification/Planning to address a key need for a pools and community centers and senior center
  • Through continue collaboration with other agencies, the CSD can and should rise to be a central hub and force in EDH and, with a greater understanding and support network, can help better promote positive growth in the community

Biografía

 

Born and raised in Morgan Hill, CA – I am a 5th generation Californian with ties to El Dorado County back in the early 1850s when my family emigrated west for the Gold Rush and mined sites in the Georgetown area.  I attended Cal Poly, San Luis Obispo and received a BS Degree in Environmental Science, moving to the Sacramento area upon graduation in 1990. 

 

 

 

During a 20+-year environmental consulting career with several large and small firms – I supported federal agencies and private clients throughout the world with a wide range of environmental compliance issues and strategies.  Having been a co-owner of a 400-person engineering and environmental firm that we sold to a larger business, I changed careers in 2010 and now own and operate two EDH-based businesses:  ESI Builders and Remodelers and Golden Oak Investments, Inc. 

 

 

 

ESI Builders is a local custom home building and luxury remodeling company with residential projects in the local and regional area.  A family-business, Golden Oak Investments, Inc. invests in small businesses and we own and self-manage 11 residential rental units in El Dorado Hills and South Lake Tahoe.  Additionally, we have several personal residences and other investment properties within El Dorado County.

 

 

 

Married 26 years, my wife Jennifer and I have lived in EDH since 2000 and raised two children here.  I have been involved in the EDH community as a youth sports coach, active parent, volunteer for several organizations and schools, and a leader on several local non-profit boards.  Recent and current organizations and roles include the following:

Key Issues Facing the EDH CSD

 

“Within” (i.e., internal to) the CSD as an organization, we have a number of key issues to address in the coming months and years:

 

 

 

Master Plan Funding Strategy Development: 

 

 

 

Created with input from our community and issued in 2016, the CSD Master Plan is an important “living document” and guideline for the future of the CSD for the next 10+ years.  In it, we identify more than $140 Million in new parks, facilities, and programs to address and provide high quality services for an eventual buildout population of close to 70,000 residents. 

 

 

 

Unlike past Master Plans – we are committed to this being a guiding force for the future and not a “box check” document that simply sits on the shelf.  Besides the CSD’s General Fund (i.e., tax and fee revenues), Park Impact Fees, and in “lieu fees” required for parklands – we have a short list of available funding options.  To address this, the CSD board and staff will identify and bring in outside expertise in 2018/2019 to start developing a comprehensive funding and financing strategy for the Board  and the public to evaluate and consider. It continues to be a high need and priority for us to develop and implement a funding strategy that may include general voter-approved bond issuance, bank financing/loans, special taxes, federal and state grants, non-profit partners, and other viable and potentially creative options.   

 

 

 

 

 

Organizational Cultural Shift to One of Great Pride and A Business-Like Approach: 

 

 

 

As a business owner for over 15 years, I strongly believe that an organization is only as good as the people that work in it. Further, I believe the CSD’s success in our mission relies squarely on quality work by the most qualified and motivated staff available to the organization.  Given the nature of government agencies, long term staffs’ habits or beliefs, and past leadership approaches – an evolving cultural shift is needed in the organization to a positive and forward-thinking team.  As important, such a shift will give our employees a greater sense of satisfaction, recognition, career growth, and enjoyment in their contributions on a daily basis.

 

 

 

Our Board continues to press the leadership team to hire great people, promote from within, incentivize outstanding performance, and build increasingly effective teams.  In recent years, the CSD leadership team (i.e., the General Manager and his staff) is successfully working to promote accountability and incorporate a business approach to the agency.  Such cultural shifts and processes will take time (several more years), but we are already seeing a substantial change in our organization and progress in improving facilities, recreation programs, public/constituent interactions, personnel job satisfaction, and CSD’s reputation.

 

 

 

Key Leadership Positions: 

 

 

 

Although several key positions have been filled with very high quality personnel hires or promotions in 2017-2018 (i.e., two dept heads, a new GM, new HR Director, an  Exec. Assistant, Parks Supervisors, etc.) – we recently had a vacated position for the Admin & Finance Dept Head.  This is a critical position to fill soon with the right talented individual for many obvious reasons.  The future of new opportunities for growth, land acquisition, franchise negotiations and enforcement, union and non-union labor negotiations, and many other areas will rely on capable expertise in this position.  Similarly, our Senior Center services leadership position remains unfilled and, as an important role, we need to fill it with the right person to promote, grow, and evolve our key services and programs for Seniors in EDH.
