The City of Angels is the only incorporated city in Calaveras County and as such exercises a higher degree of authority over essential services such as fire, police, and public works. This authority results in improved response times and overall better service.

The recession of the mid 2000s brought significant financial pressure and the upturn to the economy has been slow to benefit our area. Revenues received have failed to keep pace with increasing labor, materials and maintenance costs, keeping financial pressure on city operations.

In response, the City has frozen most hiring and wage increases, and deferred maintenance on infrastructure and facilities. We are exhausting avenues to decrease spending, many of the cuts cannot be sustained.

Presently, the City’s sales tax rate is at the statewide minimum of 7.25%. The City only receives 1% with the State taking the bulk of the revenues.

Measure C increases the local portion of sales tax by 0.5%. Consumers will pay one penny for every $2 spent on goods in the City, and just 50¢ for a $100 purchase.

If Measure C is adopted, the City’s sales tax will remain far below the statewide average of 8.5%.

This Measure has been placed on the ballot by the City Council of the City of Angels.  

Approval of this Measure would impose an additional 0.5% sales tax on gross receipts of retail sales transacted within the City of Angels, to be collected in the same manner as existing sales taxes.  Currently, the sales tax within the City is set at the statewide minimum rate of 7.25%, of which the City receives 1% of all revenues collected within the City (with the remainder going to the State of California and to local programs and transportation funds).  This Measure would increase the sales tax within the City to 7.75%, with the 0.5% increase resulting in an estimated $400,000 in additional revenue for the City, as well as increase the City’s appropriations limit through 2023 if sales tax revenues exceed the City’s current projections.  Article XIIIB of the California Constitution restricts the spending of tax revenues by local government agencies beyond an annually-adjusted limit.  Approval of this measure would increase the appropriations limit for four years in the amount equal to revenue generated by the tax.   As a general tax, the revenue generated by Measure C must be deposited into the City’s general fund and may be used for any municipal purpose.
